Police ID driver in Montgomery Co. hit-and-run

WASHINGTON — Police have identified the person they say is the driver in a hit- and-run crash in Silver Spring that left a teenager in critical condition Monday night.

Quasim Shinar Williams, a 17-year-old Silver Spring resident, was found on the side of Route 29 near Tech Road with life threatening injuries Monday night. He had been hit by a vehicle, which fled the scene, says Montgomery County Officer Rebecca Innocenti.

Innocenti says police learned the identity of the driver after getting a call Tuesday afternoon.

“An insurance company called 911 and stated that they had the driver in their office,” Innocenti says.

The driver is identified as 53-year-old Sandra Regina Carvalho of Burtonsville. She has been interviewed by police, but they are not making her statement public. No charges have been filed in the case which is still under investigation.

Innocenti says Williams was found by police who were on routine patrol in the area. It’s not clear how long Williams was left by roadside, but he was taken to a hospital in critical condition.

Innocenti says as of Tuesday afternoon, police have not been able to interview Williams for any length of time due to the severity of his injuries.

Police are asking for anyone who might have witnessed the collision to call them at 301-279-8000.
