WASHINGTON (AP) — A black teenager who was detained by police in Washington is suing the city.

Citing court documents, WRC-TV (http://bit.ly/2dmJkRq ) reports that Jason Goolsby is suing for $1 million in compensatory damages and $10 million in punitive damages.

Goolsby, who was 18 at the time, was detained by police in October 2015 after officers responded to a call about suspicious men near an ATM on Pennsylvania Avenue. A woman had called police because she felt uneasy at the ATM, where she encountered Goolsby and his friend.

According to the lawsuit, an officer threatened to use pepper spray on Goolsby if he refused to get on the ground. Cellphone video showed the officers slamming Goolsby to the ground as they tried to handcuff him.

Officers later determined no crime was committed and Goolsby was released.
