Bold Bite owner Alonso Roche was having trouble getting someone to turn the lights back on outside his Fairmont Avenue hot dog restaurant.

Pepco told him to contact Montgomery County and Montgomery County told him to contact Pepco, putting him in a frustrating search for someone who could help.
