HAGERSTOWN, Md. (AP) — Washington County State’s Attorney Charles Strong won’t bring criminal charges against a sheriff’s deputy who fatally struck a woman with his patrol car on a main Hagerstown thoroughfare.

Sheriff Douglas Mullendore released a letter on Thursday from Strong saying there was no basis for criminal charges.

Mullendore also released a summary of the accident investigation. It said that 28-year-old Lindsay Eldessoky was wearing dark clothing and walking in a vehicle lane when she was hit by Deputy First Class Bryan Teets in the early morning of April 3.

The document cites a lack of lighting on the divided stretch of U.S. 40 called the Dual Highway. Teets initially told dispatchers he thought he had hit a deer.

Mullendore has asked the State Highway Administration to examine the lighting.
