3 charged after shooting outside Montgomery Co. elementary school

Three men face charges after three people were shot in a wooded area behind an elementary school in Germantown, Maryland, on Saturday night. Montgomery County police officers said they responded to an area behind Clopper Mill Elementary School, at 18509 Cinnamon Drive, near Gunners Branch Park, for the report of a shooting just after 8 p.m. Police said in a tweet that two 19-year-old men and one 19-year-old woman were taken to hospitals with gunshot wounds.

Police said Sunday that the woman is in critical condition with life-threatening injuries, both men are in “stable condition.” All three victims suffered at least one gunshot wound, according to police. Detectives arrested three suspects on charges related to the shooting, police said Sunday. The suspects were identified as Sequan Markell Ashton, 19, and Emanuel Tamba, 20, both of Germantown, and Jaheim Ronnell Hicks, 17, of Upper Darby, Pennsylvania. Hicks has been charged as an adult, according to police. Police said an investigation found that there was a cookout taking place at the park with multiple people, including the suspects and victims. During the cookout, a suspect, later identified as Hicks, shot the three victims. Witnesses observed Hicks and two additional suspects, later identified as Ashton and Tamba, flee the area. Witnesses provided descriptions of the three suspects to police, who said about 20 minutes after the 911 call for the shooting, officers were sent the area of the 18400 block of Allspice Drive for the report of three people running through a wooded area. Police said officers searched the area and found a fanny pack containing a handgun between Cinnamon Drive and Allspice Drive, along with additional evidence. Hicks made admissions of guilt and stated that the shooting resulted from an ongoing dispute, according to police. Hicks was charged as an adult with three counts of attempted second-degree murder. Ashton and Tamba were charged with being an accessory after the fact to first-degree assault, said police. Below is a map showing the location of the shooting. Montgomery Co. considers mandatory window guards in some buildings

The Montgomery County Planning, Housing and Economic Development Committee gave a clearer picture of the type of window guards that could be required in some housing units. In a meeting on Monday, the committee said that the window guards, if approved, would be mandated in multistory and multiunit rentals where children under the age of 10 live.
