President Donald Trump says he believes congressional leaders from both parties can come together on legislation that would expand background checks for gun purchases, in the wake of the deadly attacks in El Paso, Texas and Dayton, Ohio. But there are plenty of political challenges ahead, and Congress has a history of backing down on broad gun control measures.
