WASHINGTON — Punxsutawney Phil’s stuffed cousin Potomac Phil has made his sixth annual appearance at Dupont Circle, casting weather and political predictions over groundhog-shaped cookies and coffee.

Earlier Tuesday, Punxsutawney Phil emerged from his burrow, predicting six more weeks of winter.
