Mayor Gray appoints human services director

WASHINGTON (AP) — Mayor Vincent Gray has appointed Deborah Carroll to be the interim director for the Department of Human Services.

The mayor announced the appointment on Monday.

Carroll has served as the administrator for the Department of Human Services Economic Security Administration since 2009. She replaces David Berns, who recently retired.

Gray says Carroll has played a leadership role in implementing DC Health Link as well as redesigning the Temporary Assistance for Needy Families program.

Before she joined the agency as ESA administrator, Carroll served as the deputy general counsel for the department. She also served as principal attorney for the economic security administration.

Carroll also served as the acting general counsel for the department from 2006 through 2008.
